The Scottish government on Wednesday published legislation intended to pave the way for a second referendum on independence, saying it would be a “democratic outrage” if UK authorities were to block such a vote.
The Financial Times that the move reflects first minister Nicola Sturgeon’s desire to show members of her Scottish National party that she is pushing for independence amid the political turmoil caused by Brexit, as well as her hope that Westminster’s refusal to allow a vote will build support for leaving the UK.
