António Costa: First Ethnic Minority Leader of the European Council Brings New Vision

On December 1, António Costa will make history as the first individual from an ethnic minority to lead the European Council, one of the European Union’s key institutions. Costa, of Goan-Mozambican heritage, aims to use his cultural background to redefine Europe’s relationships with Asia, Africa, and South America.
In an interview with POLITICO, the former Portuguese prime minister highlighted the EU’s struggles to engage with countries beyond the Western world, particularly in light of Russia’s invasion of Ukraine. Costa believes his roots and personal experiences offer a unique bridge to these regions. “My cultural closeness, knowledge, and even linguistic skills … obviously help,” he said, expressing a commitment to fostering a “multipolar world.”
Costa’s agenda reflects his vision for a broader global perspective. His relationships with leaders from Lusophone countries during his tenure as Portuguese prime minister established economic and diplomatic ties with Africa, Asia, and South America. His charm and Portugal’s historical position as a non-threatening nation enabled breakthroughs such as a free-movement agreement among Portuguese-speaking countries.
His leadership marks a stark departure from his predecessor, Charles Michel, whose tenure was marred by discord with European Commission President Ursula von der Leyen. Costa, however, has emphasized cooperation, citing past collaborations with von der Leyen during Portugal’s presidency of the Council of Europe in 2021.
Domestically, Costa overcame political turbulence, including an influence-peddling investigation that led to his resignation as Portugal’s prime minister. Despite the controversy, his election has reignited optimism in Brussels.
Costa faces pressing challenges, including uniting a polarized EU, navigating complex trade dynamics with the U.S. and China, and managing Europe’s defense strategy. Yet, as the EU diplomatically pivots to a 360-degree global approach, Costa’s leadership symbolizes a Europe ready to redefine its place in a rapidly shifting world order.
