House of Commons Speaker blocks Brexit ‘Meaningul Vote’

The speaker of the House of Commons, John Bercow said  that he will not allow Meaningful Vote motion today.

Bercow said that even if the government might argue there is a change of circumstances for the vote, because the PM has now requested a Brexit delay, this is “not persuasive” as the application is part of a process.

Therefore, the motion is “in substance” the same as Saturday’s and the circumstances are “in substance” the same as well, Bercow said.

Bercow told the House of Commons that Johnson could not hold a second vote on his Brexit deal, after a similar bid was blocked on Saturday, because convention does not allow the government to hold two votes on the same question in the same session of parliament.

Meanwhile the European Parliament’s Steering Group will advise Conference of Presidents not to hold vote to ratify Brexit deal in Strasbourg this week until there is full ratification from Westminster.
