ICC hit by cyberattack around NATO summit

The International Criminal Court (ICC) has confirmed it was targeted by a “sophisticated and targeted” cyberattack, coinciding with last week’s NATO summit held in The Hague.

In a statement issued on Monday, the ICC — which is headquartered in The Hague — said it identified the breach “late last week” and had since contained the threat. A full analysis is underway to assess the impact across the Court, with mitigation efforts already in progress.

The cyberattack came as The Hague hosted high-level NATO meetings. In the lead-up to and during the summit, Dutch cybersecurity agencies reported a series of distributed denial-of-service (DDoS) attacks targeting local government bodies and other institutions. While these disruptions were relatively minor, they were publicly claimed by known pro-Russian hacktivist groups.

Separately, a major power outage last Tuesday caused widespread disruption to train services across the Netherlands. Authorities are investigating the cause, and the country’s justice minister has not ruled out the possibility of sabotage.

This incident follows a 2023 breach of the ICC’s computer systems, which was believed to have been an espionage attempt against the Court.
