Keir Starmer’s Plan for U.K.-EU Market Engagement

Keir Starmer is seeking deeper engagement between the U.K. and the EU single market, aiming to align more closely where it benefits the country. Last year, Starmer agreed to follow EU regulations in agriculture and electricity for better market access, and now wants to explore further sector-specific agreements. While his position marks a shift from Labour’s previous manifesto pledges against rejoining the single market, he remains firm on avoiding the customs union due to existing trade deals.

Negotiations continue as the U.K. focuses on finalizing current agreements, with sectors like chemicals, cosmetics, and medical devices cited as potential areas for future alignment. Brussels welcomes proposals but notes challenges, particularly around free movement—a condition required of countries such as Norway and Switzerland. There’s also concern about the complex relationship resembling that of Switzerland’s with the EU.

Additional agreements made last May include closer security cooperation, emissions trading links, and a youth mobility scheme, subject to caps and time limits. Starmer emphasized that all schemes will be visa-based and are still under negotiation.
