Latvia to Upgrade 570 Public Bomb Shelters with EU Funding

Latvia will adapt approximately 570 public bomb shelters under a new initiative supported by over €22.2 million in European Regional Development Fund (ERDF) financing, Minister of the Interior Rihards Kozlovskis (New Unity) announced on April 15. The initiative, part of the government’s civil protection strategy, aims to expand shelter capacity to nearly 400,000 people.
The State Fire and Rescue Service (VUGD) has categorized shelters based on population density and municipal location to ensure optimal allocation of resources. The first phase focuses on Category 3 shelters—reinforced existing structures intended to mitigate the effects of shockwaves and flying debris.
ERDF support will be directed toward shelters that meet or partially meet 11 technical criteria, as outlined by the VUGD. Eligible upgrades include structural enhancements such as new doors, flooring, and safety improvements. Notably, these shelters are exempt from standard building regulations, streamlining the adaptation process.
Municipalities are expected to begin project submissions and contract signings in autumn. While the average cost per shelter is estimated at €40,000, actual expenditures will vary depending on site-specific needs.
The Ministry of the Interior is also engaging with EEA and Norwegian Financial Mechanism donors to secure additional funding beyond 2027. A draft Cabinet Order detailing eligible facilities is set for submission to the Legislation Portal.
To date, 393 of 4,710 inspected basements are deemed suitable for shelter, with 1,258 partially suitable. Municipalities have begun marking shelter sites, and over 986 signs have been installed. A shelter-locator feature will be added to the “112 Latvija” mobile app in May.
