Logistics Sector To Face ETS’ 100% EU Charges On Emissions From January 2026

As part of the EU’s Green Deal to reduce greenhouse gas emissions, the Emissions Trading System (ETS) will, from January 2026, impose a full 100% charge on emissions. 

ATTO, the association that represents Malta’s international trailer operators is calling these charges unfair on Malta being an island that relies heavily on shipping for imports and exports.

According to ATTO, these charges will add a huge burden on businesses who will be forced to push prices up due to higher costs across supply chains.

“Increased freight charges will erode our competitiveness, raising import and export prices, and straining sectors critical to the Maltese economy,” says Joseph Bugeja, Chairman of ATTO.

“Efficiency gains and sustainable practices by local operators may help, but without proportional mechanisms recognising island realities, businesses will bear costs beyond their control, costs that might need to be passed on to the end consumer.”

For the past year, ATTO has been urging EU policymakers to consider Malta’s geographical and logistical realities, ensuring that sustainability goals do not come at the expense of the island’s economic vitality. 

“Without amendments, Malta’s ports and logistics networks could face operational setbacks, threatening trade volumes, slowing exports, and undermining the nation’s position as a Mediterranean hub.”
