The Wall Street Journal reports that U.S. intelligence agencies believe that Russian President Vladimir Putin “likely” didn’t order opposition leader Alexei Navalny to be killed at an Arctic prison in February.
According to the WSJ several U.S. agencies — including the Central Intelligence Agency, the Office of the Director of National Intelligence, and the U.S. State Department’s intelligence unit — agree that Putin probably didn’t order Navalny’s death “at that moment,” citing people familiar with the matter.
