Charles Michel will be part-British — at least for this week’s European Council summit.
Michel, the Council president, will represent the U.K. in Prime Minister Boris Johnson’s absence, a senior EU official said Wednesday.
Johnson is not attending because he is running in the U.K. general election, which will be held Thursday, and also because of Brexit.
