Biggest polluters skip COP30 for Europe to pick up climate bill

The leaders of the United States, China, and India, the world’s top three polluters — will not attend COP30 in Brazil, leaving the European Union to shoulder much of the global climate agenda despite financial pressures at home.

As European leaders convene in Belém for the UN climate summit to discuss mitigation efforts and funding for developing nations, the absence of Washington, Beijing, and New Delhi highlights a waning global drive to tackle climate change. The EU now finds itself largely alone in trying to uphold commitments and support vulnerable countries seeking technology and financial aid.

Europe’s challenge lies in maintaining its climate ambitions while balancing new domestic priorities, including rearmament and defence spending. Meanwhile, the US, China, and India are focusing inward, prioritising industrial growth and domestic policy goals.

China will be represented by Vice Premier Ding Xuexiang, while India’s ambassador to Brazil, Dinesh Bhatia, will attend on behalf of Prime Minister Narendra Modi.
