EU Parliament to send 15 MEPs to Antalya climate talks, demanding faster action on fossil fuels

The European Parliament will send a 15-member delegation to this month’s UN climate summit in Türkiye, led by Portuguese centre-right MEP Lidia Pereira, it has emerged.

Pereira, of the European People’s Party, will head the group to Antalya for COP31, which runs from 16 to 20 November.

The announcement comes as Parliament adopted its negotiating mandate for the talks, calling for “faster climate action on fossil fuels, finance and vulnerable countries.” The resolution passed by a show of hands.

MEPs want leaders to speed up the global exit from fossil fuels, urgently increase climate finance and make it fairer for vulnerable countries, and deliver on adaptation and loss-and-damage pledges.

The resolution notes that 2025 was among the hottest years on record and that Europe is the fastest-warming continent, arguing the EU cannot afford to slow down.

MEPs say the bloc remains on track for a 54% emissions cut by 2030, compared with 1990 levels, if member states deliver on existing plans. However, preliminary Eurostat figures show emissions rose by 1% between 2024 and 2025. Member states and the European Commission must close that gap, the text says, with all EU policies aligned with the Paris Agreement.

The resolution urges the EU to take a “leading” role in negotiating a fossil fuel non-proliferation treaty and to set time-bound plans to phase out fossil fuel subsidies and production. It also highlights the risks of fossil fuel dependence amid geopolitical instability.

On finance, MEPs say the gap between needs and funding is “significant and growing.” While the EU and its member states remain the largest providers of public climate finance, they call for further increases, mainly through grants and highly concessional finance, without worsening debt for vulnerable countries.

Citing estimates that up to 3.6 billion people live in contexts highly vulnerable to climate change, MEPs call for predictable, accessible funding for the loss and damage fund and for delivery on the goal of tripling adaptation finance by 2035.

The talks are expected to focus on advancing the fossil fuel transition, launching the next global stocktake and operationalising the climate finance goal agreed at COP29.
