Islamic State embraces AI to produce fake content and recruit new members

Islamic State-linked groups began experimenting with artificial intelligence soon after tools such as ChatGPT became widely available, and their use of the technology has since grown more sophisticated, according to security experts.
While extremist organisations are still testing the limits of AI, analysts warn it could significantly enhance their ability to recruit, spread propaganda and conduct cyber activity. Generative AI allows groups with limited resources to produce convincing images, videos and audio at scale, dramatically widening their reach.
Last month, a user on a pro–Islamic State online forum urged supporters to integrate AI into their operations, openly acknowledging intelligence agencies’ concerns that the technology could boost recruitment. IS, which once controlled territory in Iraq and Syria but now operates as a decentralised network, has long recognised the value of digital platforms for messaging and mobilisation.
Researchers say AI-generated content can be amplified by social media algorithms, helping extremist narratives travel faster and further. In recent conflicts, including the Israel–Hamas war and a deadly attack in Russia claimed by an IS affiliate, fabricated images and videos circulated widely online, fuelling outrage and polarisation.
