Libyan prison commander extradited to ICC on war crimes charges

A Libyan national accused of committing war crimes and crimes against humanity in a Tripoli detention facility has been transferred from Germany to the International Criminal Court (ICC). Khaled Mohamed Ali El Hishri, alleged to have been a senior commander at the Mitiga prison between 2015 and 2020, is accused of ordering or overseeing murder, torture and rape during his tenure.

El Hishri was arrested in Germany on 16 July under a sealed ICC warrant issued by judges in The Hague. German authorities held him in custody until his transfer on Monday to the ICC’s detention centre, where he will remain ahead of judicial proceedings.

The ICC’s Office of the Prosecutor previously described his arrest as a significant step towards ensuring accountability for abuses committed in Libyan detention facilities, noting that this case is set to become the first involving a Libyan suspect to reach trial before the court. El Hishri is expected to appear shortly before ICC judges, who will verify his identity, inform him of the charges and outline his legal rights as the case moves into its next phase.
