Producers seek support to boost Maltese film industry

The Malta Producers Association (MPA) published a comprehensive proposal document in which it laid down reforms, measures and recommendations in order to restore and restructure the local Film and TV industry. The document was presented to the minister responsible for film, Minister Julia Farrugia Portelli in order to initiate constructive dialogue.

The MPA, after consultation with its membership base, has come up with a series of constructive proposals which look at amending and improving fundamental issues which have been stalling proper growth, development and the smooth-running of the industry. The proposals also suggest ways to carry the industry forward during and following the COVID-19 crisis.

The Association views the time during this shutdown of production as presenting a powerful opportunity to be seized. Given that the recovery of international production and its return to filming in Malta will very likely be a slow one, the MPA firmly believes that with adequate support, the homegrown industry can finally be properly nurtured and helped to get on its feet and flourish. This could become a golden period for all local talent and professionals.

The COVID-19 financial measures instituted by the government have provided a much-needed initial lifeline for industry professionals but the MPA, as indeed the majority of film professionals, are aware that these alone will not suffice to survive the months ahead. The MPA is keen to see the industry back at work and hopes that the suggested reforms will be taken on board by the authorities without delay, to ensure a speedy and timely recovery.

In its press statement, the MPA re-iterated its criticism towards the Malta Film Commission regarding what it describes as critical issues related to its governance.

Turning to the COVID-19 scenario, the MPA underlined the importance of recognizing the realities at hand. The necessary public health restrictions and confidence in many elements that affect the industry, such as travel and congregating in large groups, is likely to continue, to a greater or lesser extent, for many more months.

The proposal document also breaks down the various issues affecting the industry and suggests ways of strengthening them. It tackles wide-ranging areas of interest such as the financial incentives, funding strands and film production assets such as the MFS water tanks whilst touching upon related topics such as the public broadcaster-PBS and Malta Arts Council’s Kultura TV. The paper also features income tax considerations, future proofing and industry categorisation by Jobsplus.
