UK Government Report Calls for Tigher Rules on Overseas Funding of Political Parties

A review commissioned by the British Government has recommended a temporary ban on cryptocurrency donations to political parties, alongside tighter rules on overseas funding, in an effort to strengthen transparency and protect the UK’s democratic system.

The report, led by former Home Office permanent secretary Philip Rycroft, warns that crypto assets could be used to channel foreign money into politics and says a moratorium is needed until regulators are confident existing safeguards are effective.

It also proposes capping donations from British citizens living abroad at between £100,000 and £300,000 annually, citing concerns over traceability and fairness in the political funding system.

Rycroft said the measures are intended to reduce the risk of foreign interference, noting that donations from overseas are harder to regulate and can create vulnerabilities in the electoral system.

The review also recommends stronger checks on donor sources, expanded transparency requirements for third-party campaigners, and restrictions on funding linked to shell companies.

It was commissioned following concerns about foreign-linked political influence cases and warns that hostile states and other external actors could seek to exploit gaps in current rules.

While the report stresses it is “not pressing the panic button,” it says it is “ringing the alarm bell” on risks to the integrity of UK political financing.

The proposals are expected to be considered as part of upcoming electoral law reforms.
