The European Union is set to introduce tougher criminal laws against child sexual abuse, including criminalising AI-generated abuse material, grooming and the possession of manuals designed to instruct offenders, according to a statement by the European People’s Party (EPP) Group.

The measures form part of an overhaul of the EU’s Child Sexual Abuse Directive, following an agreement between the European Parliament and Member States.

Under the revised rules, child rape will remain prosecutable until at least the survivor reaches the age of 50, extending the timeframe available for investigations and prosecutions. The EPP said it had pushed for longer deadlines, arguing that victims may take years to report abuse because of the lasting trauma.

Penalties for several serious offences will also increase, while support for victims will be strengthened. Member States will be required to ensure survivors have the right to claim compensation from offenders.

Jeroen Lenaers, the Parliament’s lead negotiator, said the agreement would improve protection for children both online and offline. He added that the legislation took into account testimonies from child victims and the challenges posed by emerging technologies.

The revised directive is expected to be endorsed by the European Parliament’s Civil Liberties Committee before proceeding to a plenary vote and subsequent implementation by national governments.
